How actions of quick-thinking cop became key to cracking Stafford case
At 12:29 p.m. on Easter Sunday in 2009, Detective Constable Sean Kelly got a tip: a woman named Terri owned a puffy white jacket and walked with a gait similar to that of a person seen leading eight-year-old Victoria (Tori)

of Terri’s house, he drew up a map and figured out the address. From there, he learned the woman’s full name: Terri-Lynn McClintic. A check of police database CPIC revealed Ms. McClintic had an outstanding warrant for
breaching a court order. Det. Const. Kelly went to her home, told her he wanted to talk about Tori and arrested her on the warrant.
