Welcome aboard Sua. With due respect, I and I know others, have experienced partial refunds. Depends on the circumstances. I once spent time with a Lady who gave me $40 back just because she thought I had an awfully long drive. I tried refusing and she just kept stuffing it into my shirt pocket. It does happen.
I would suggest anytime specific services are requested and not delivered a conversation is in order. I think the more professional the Lady/agency the more likely a refund will be made.
